The Technical Writer will serve in the role of Information Technology Communications Manager for the Information Technology (IT) office of the NY Health Benefit Exchange. The Communications Manager will report directly to the Exchange IT Project Director. The Information Technology Communications Manager works with the policy communications arm of the project to focus Information Technology and Project Management communications with internal Department of Health stakeholders, and with external stakeholders including other New York State, New York City and County Agencies and the Federal Government. The IT Communications Manager coordinates efforts with the New York Health Benefit Exchange program staff to support IT data interchange mechanisms, system-to-system interaction, and conveys and follows up on key deadlines and progress. The IT Communications Manager also participates in the development of grant requests and produces communications and
presentations regarding the IT aspects of the Exchange. Grant materials, presentations and miscellaneous communications may portray concepts requiring complex graphical depictions using spreadsheets, drawing software, and presentation software. The responsibilities of the IT Communications Manager include:
h Assist project management with market research activities
h Assist with media and public relations across a wide range of Health Exchange topics.
h Outreach to external stakeholders and coordination of data interchange opportunities.
h Assessing grant availability announcements and communicating eligibility criteria among the grant development team; advising of public policy developments and advocating on behalf of the Health Exchange.
h Developing grant proposals and/or Advanced Planning Documents (APDs).
h Assist the IT organization with developing training aids
h Assisting the IT organization with the development of IT aspects of Federal grant requests.
h Working with program staff to understand Health Exchange related legislation and regulations, and disseminating clarifications among project staff.
h Producing project management presentations to convey the progress of the technical aspects of the Exchange.
h Assist IT project management with team building and common goal vision
Requirments:
A Bachelor¡¦s degree in Business Administration, Public Administration, English, Marketing, Communication, or equivalent.
At least 60 months providing written and oral reports in a business environment. A sample written report may be requested.
A minimum of 60 months of experience in a role involving organizational communications. Experience may include technical writing, grant writing, public relations, marketing, system documentation or advertising.
A minimum of 60 months of experience developing documents and presentations using the Microsoft Office Suite or equivalent products, such as Word, Excel, and PowerPoint.
A minimum of 60 months of experience conducing information gathering sessions and developing strategic marketing plans and materials
A minimum of 36 months of experience researching, developing, publishing and disseminating organizational publications, policy summaries and position papers.
