Description
Key Role
Provide cost estimator and cost analyst subject matter expertise to government clients. Maintain responsibility for developing life cycle cost estimates, benefit analyses, and financial analyses for major weapon systems acquisition programs. Provide cost estimating and cost analysis for program phases, including acquisition, modification, and sustainment. Apply mathematical modelling and other operations research methods to develop cost estimates using various software tools. Develop cost models that incorporate cost risk analysis. Analyze, evaluate, and provide recommendations for total ownership cost (TOC), cost as an independent variable (CAIV), life cycle cost evaluations (LCCE), and associated management plans. This position is located in Albuquerque, NM.
Qualifications
Basic Qualifications:
-3+ years of experience with cost estimating procedures and methodologies in a government environment, including applying them to programs, such as Manpower, Weapon Systems, Infrastructure, or Space Systems
-Experience with DoD acquisition policies and program life cycle
-Experience with economic analysis, business case analysis, cost benefit analysis, and ROI
-Experience with cost estimating discipline, including LCCE, CARD, AoA, TCO, CAIV, or ABC
-Experience with identifying, qualifying, and quantifying risk and uncertainty aspects of system estimate
-Experience with supporting acquisition strategy development, including staffing, schedule, or contracts-Secret clearance
-Secret clearance required
-BA or BS degree
Additional Qualifications
-Experience with data mining and analysis, development of data repositories, and data normalizing
-Experience with software, including Crystal Ball, SAS, and ACE-IT
-Ability to perform various economic analysis functions in determining resource analysis
-Ability to lead small teams and manage client relationships
-Ability to show flexibility, initiative, and innovation in dealing with ambiguous, fast-paced situations
-Possession of excellent oral and written communication skills
-BA or BS degree in Accounting, Business, Economics, Finance, or a related technical field preferred; MA or MS degree a plus
-Certified Cost Estimator or Certified Cost Analyst
