Description:

SAIC is building a team to provide Enterprise Information Technology (IT) Solutions Sustainment support and the associated management and administration, for the delivery of a combination of hardware infrastructure and application infrastructure necessary to achieve a complete, centralized and elastic environment for Building, Hosting, Integrating, and Managing Web enabled business applications and/or application services to SEC's Enterprise Solutions Directorate (ESD). This shall be accomplished by using agile development approaches and by integrating different technologies to include both the re-write of Legacy systems and the addition of features to existing systems to maximize cost savings, resource utilization and provide a solution to unique Army business application's hosting and management challenges. This position supports Army Communications Electronic Command (CECOM) SEC ESD.

Defines, documents, analyzes, performs, and interprets developmental tests for new and/or modified products or product components to provide Verification and Validation (V&V). This effort includes the review and evaluation of software documentation, including the requirements specifications, test documentation, design documentation, and the product specifications. Performs verification that accurately determines the extent to which the required software or documentation represents the Government's conceptual description and specifications. Performs validation that accurately determines the degree to which the required software or documentation will fulfill its intended use. Performs traceability analyses to accurately depict the extent to which complex requirements are correct and complete, the design model and other design artifacts do implement those requirements, and that all requirements are, in fact, verified. Identifies required tools, document, test and report results. Investigates and resolves operational problems in conjunction with other engineering and technical personnel. Provides technical support and advice to other engineering groups. Acts as liaison with outside suppliers in establishing or modifying specifications for purchased items. Devises and applies testing procedures for parts or sub-assemblies received from outside vendors. Participates in the development, maintenance and refinement of internal quality control and reliability programs. May perform other duties as required.

Qualifications:
4 years of related experience. Two additional years of applicable experience may be substituted for the degree.

- Proficient in testing and development methodologies and their interaction.
- Good verbal and written communication skills.
- Knowledgeable in requirements, design specifications, and testing strategy to: perform ambiguity analysis, perform risk analysis, establish testing priorities and scope, develop testing strategy, review testing strategy, validate requirements and specifications, develop test plans, review test plan, develop test scenarios, select test design techniques and develop testing metrics collection plan in order to plan and prepare for testing.
- Proficient in testing analysis and design, functional and performance models, and test specifications to: develop functional models for testing, develop performance models for testing, evaluate and validate test cases and scripts, validate functional models for testing, validate performance models for testing, develop test specifications, validate test specifications, validate testing coverage, escalate quality issues for resolution, evaluate test automation tools and validate testing environment
in order to develop test specifications.
- Proficient in testing processes and tools to: execute test cases and scripts, analyze test results, report on testing progress and results, facilitate defect resolution and document final test results in order to execute testing engagement.
- Proficient in testing processes and testing metrics to: review test summary report, provide testing project feedback and archive testing assets in order to verify completion of testing

Positions require active Secret clearance or higher, and DoD 8750 Certification.

Experience in a Capability Maturity Model Integration (CMMI) Maturity Level 3 (or better) software development environment. Experience with Cloud Infrastructure As A Service (IaaS) and/or Platform As A Service (PaaS) Implementation.
General understanding or familiarity of the Army Personnel systems (ie TOPMIS II, WIAS, IPPS-A), process and/or procedures.
