Position summary:
Responsible for leading a complex government (U.S. County) project with cross-functional teams who deliver projects to their agreed specifications and quality parameters on time, within budget while adhering to the TRTA-Government culture. The Senior Project Manager will regularly interact with other TRTA-Government stakeholders and will track and manage to defined deliverables and contract requirements to insure scope alignment and management for large complex projects with high risk while supporting business and program management staff.
Major responsibilities of this position:
- Leads all phases of the project. Manages project within standard project management methodologies to time, quality and budget.
- Monitors project performance and interacts regularly with internal and external customers and other stakeholders to ensure good visibility and communication of the project.
- Ensures all parties (internal and external) are aware of project scope and milestones. Highlights divergence from project scope and adjusts it where necessary to reflect changing circumstances.
- Defines, documents and executes projects of extreme high risk, complexity and visibility.
- Identifies, assesses and manages risk to the success for the project.
- Drafts feasibility studies, risk assessments and revisions to scope with the collaboration of dedicated Subject Matter Experts and Prime Contractor.
- Responsible for producing all required project management documentation such as - detailed project plans, work plans, product delivery schedules, project estimates, conversion schedules, resource plans and status reports as specified in the Statement of Work.
- Has responsibility to ensure project deliverables are concise and communicated properly to demonstrate fit for purpose.
- Gains commitments to ensure corrective actions are taken if costs, timescales or resources deviate from agreed tolerances.
- Maintain and create visibility around holistic view of the status and health of the project.
- Develop independent, objective, accurate, clear and concise reporting as required by Prime Contractor.
- Identify general themes in project performance and recommend solutions.
- Ensure prioritization and alignment of initiatives and that overall projects meets business and financial goals.
- Ensure resources plans are established across the project to successfully deliver.
- Identify and advise program leaders on management and reporting standards and use of project tools.
- Uses influence to eliminate bottlenecks and potential resource alignment problems.
- Uses influence and negotiation skills to insure scope is continually monitored and maintained.
- Deliver project to support TRTA-Government ability to achieve revenue targets.
Qualifications
- Bachelor degree
- PMP certification is required
- Proven success in managing large, external and complex software projects.
- Excellent communication (both written and oral), organization and interpersonal skills
- Excels in problem solving and decision making
- Fully competent in project risk management.
- Proven track record of driving results in a cross functional environment.
- Excellent technical report writing skills.
- Strong Change Management, Process Improvement and Operations Management skill set.
- Project estimating and planning experience
- Influencing and negotiating skills.
- Excellent Customer Service skills
- Ability to manage and measure work
- Time Management skills/Organized
- High integrity and trust qualities
