As a member of the CACI team you will provide quality requirements and design services for a large Federal program.

In the role of Functional Lead, you could expect to:
- Follow CMMI Level 3 processes that are integrated with the customer's processes to include assuring the implementation of tailored processes on the program
- Contribute to the functional and technical design for all requirements specified in the System Requirements Document (SRD)
- Author the required Oracle OUM related documentation for assigned areas of functionality
- Define the Oracle R12 software configuration baseline
- Ensure the development and delivery of all required documentation in accordance with the Integrated Master Schedule
- Participate as a leader and as a senior team member
- Coordinate efforts with co-workers, clients, operations, and technical support personnel
- Ensure focus on organizational continuous improvement plans and programs
- Provide mentoring and training to program employees where appropriate
- Some intermittent travel may be required

Work location will be in Dayton, Ohio. Normally work M-F 8 AM - 5 PM, but occasional weekend and extended hours work could be anticipated

Duties and Responsibilities:
As an experienced professional in CACI's growing Business System Solutions (BSS) organization the desired candidate will provide dynamic business process, business process re-engineering, and change management consulting within CACI's Oracle Business Applications practice supporting a key Federal Financial Management project. Works independently or as a project team lead responsible for providing technical guidance related to the business implications of the application of various systems. As a recognized authority, provides expertise in the formulation of systems scope, objectives and design relative to the organizations business plan and industry requirements. The desired candidate will provide comprehensive thought leadership across the spectrum of client business functions and will lead an integrated team of Enterprise Resource Planning (ERP) professionals during the requirements analysis and design of an integrated Oracle Enterprise Business Suite R12 (EBS) based solution.

As a Federal financial, acquisition, and implementation management domain expert and solution provider, optimizes client business systems and cross-functional application solutions to meet challenging business, interoperability, and deployment requirements in a Federal environment.
As a seasoned consultant, provides hands-on leadership for the following Oracle EBS modules (as appropriate per functional area): Accounts Payable, General Ledger, Federal Administrator, Time and Labor, Projects, Accounts Receivable, and Purchasing. Also works with the project team and the client to integrate the Oracle solution to solutions for Asset Management, Financial Reporting, Budgeting and Accounting.
As a functional integration expert, architects comprehensive, cross-functional Reports, Interfaces, Conversions, Extensions and Workflows (RICE) objects in a SOA enabled environment to exceed end-to-end business process objectives.
As a change practitioner, collaborates with agency process owners to analyze business requirements and assist customers as they upgrade and transition from Legacy processes to Oracle EBS-based.
Provides functional and technical consulting on complex projects.
Devises and or modifies procedures to solve the most complex technical problems related to computer equipment capacity and limitations, operating time and form of desired results.
Acts as liaison between end-user communities, stakeholders, and service providers within an enterprise.
Creates detailed specifications from which programs will be written.
Provides technical assistance in identifying, evaluating and developing systems and procedures.
Consults and coordinates with systems analysts and programmers to design and prototype business systems.
Analyzes client resources, including funding, personnel, and unfunded requirements.
Analyzes business and user needs, documents requirements, and revises existing system logic difficulties as necessary.
Tracks and documents changes to functional and business specifications.
Develops, coordinates and implements plans to test business and functional processes during system design and quality assurance testing.
Trains and provides guidance to less experienced Business Systems Analysts.

Required Qualifications:
Senior level business transformation professional with demonstrated track record as the functional lead or solution architect on multiple successful full-life cycle implementations of the selected process areas in a Federal environment.
At least 8-12 years experience managing large, complex projects utilizing a cross-functional team to accomplish stated transformation objectives including business requirements analysis, process design and re-engineering, application configuration and RICEW design.
Demonstrated prior experience as a Functional Lead or Functional Consultant on the implementation of Oracle's Enterprise Business Suite.
Demonstrated ability to build effective and collaborative teams with diverse constituents including staff, sub-contractors, other contractors, and government personnel.
Substantial knowledge of Federal regulations including the CFO Act, Office of Management and Budget (OMB) Circular A-123 and A-127, A-130, National Institute for Standards and Technology (NIST) Special Publications 800-18, 800-30 and 800-37, Federal Information Security Management Act (FISMA) of 2002, Federal Privacy Act of 1974, Employee Retirement Income Security Act of 1974 (ERISA), Internal Revenue Code (IRC), National Automated Clearing House Association (NACHA), banking/financial industry rules, regulations and standards, as well as other federal, state and laws and standards.
Superior written and oral communication skills with a focus on delivering executive level presentations.
Education and Experience:
Typically requires bachelor's degree or equivalent, and 10 to 12 years of related experience.

Desired Qualifications:
Strong preference will be given to candidates with prior Oracle EBS experience in a Federal Government environment.
Certified Government Financial Manager (CGFM) or Certified Defense Financial Manager (CDFM) certification.
