The Sr Technical Delivery Governance Manager is responsible for the successful delivery of highly complex, multi-year, multi-million dollar technical release deliveries that are strategic to the success of U.S. Cellular® as a whole. The Sr Technical Delivery Governance Manager designs, structures and directs U.S. Cellular' s release strategy and execution that spans several years. He or she provides direction and leadership at an release level, as well as to third party business partners, and is directly accountable for the activities of multiple teams internally across the IS organization as well as external vendor and industry teams as they relate to the success of the release. The decisions made in this role have high business impact on the organization's strategic goals as well as the expenditure of significant enterprise resource in the form of time, human resource, technology, and cost. The Sr Technical Delivery Governance Manager will hold responsibility for the release budget. The successful candidate will have visibility across the enterprise. It is important that he or she understand how to communicate and collaborate effectively. Extensive knowledge of multiple disciplines across IS and within the organization is required. The Sr Technical Delivery Governance Manager resolves high level conflicts by making broad organizational decisions, or facilitating decision making with affected senior and executive leadership. The Sr Technical Delivery Governance Manager is responsible for stakeholder management, both internal and external to the organization.

In addition, the Sr Technical Delivery Governance Manager will work with the IS PMO and EPMO teams to ensure company standards are in place and applied consistently in every release. The Sr Technical Delivery Governance Manager will work in concert with the IS PMO and EPMO to establish organizational policy, standard and method as it relates to the function of release management.

BUDGETARY RESPONSIBILITIES
This individual will manage release level budgets which includes projects with budgets up to $50MM. Revenue benefits for these projects can range into the hundreds of millions of dollars.

ROLES & RESPONSIBILITIES

Accountable to the Release Owner to assure release goals and strategies are met.

Work closely with Business Sponsors, Owners, Stakeholders, Functional Owners, and Project Managers as needed to ensure well-defined release strategies, project plans and release plans are being advanced through the process for approval and funding.

Manage across the release to finalize, prioritize and execute program/project activities.

Manage the effective delivery of major and minor releases.

Develop Serve as the release management champion and mentor within US Cellular, promoting awareness and importance of release management practices.

Uses professional concepts in developing the solutions to critical problems and broad design issues. Develops company concepts and principles to achieve objectives in creative and effective ways.

Develops solutions to extremely complex problems were analysis of situations and data requires an evaluation of intangible variables.

Exercises independent judgment in developing methods and techniques and criteria for obtaining results.

Identification of areas of procedural weakness and develops and applies solutions.

- Four year degree required. Information Systems, Engineering, Business Operations, Telecommunications or related experience a plus. Master degree preferred. PMP certification or additional post-graduate training in Program or Project Management a plus.
- 5+ years program and project management experience on a large, cross-functional/multi-discipline full-life cycle projects using best practices project management methodologies
- 5+ years management experience either direct or matrix
- Highly developed strategic skills as evidenced by an ability to see one project in the context of the release and the release in the context of the enterprise project portfolio, understand immediately how changes in project deliverables/timeline will impact other business initiatives and propose valuable solutions.
- Track record of success building positive working relationships across the enterprise. Experienced in briefing executive committee/business sponsors on project status.
- Experienced in partnering with multiple partners to build business cases for proposed projects. Ability to make decisions and to contribute valuable advice on project scope, budget, resources, and timeline to aid in securing approval through the assessment and review process.
- Extensive experience in management of multi-million dollar budgets.
- Significant experience working in a Matrix environment where cross-functional teams are commonplace and successfully completing projects involves collaboration and coordination across many departments.
- Ability to lead by example; an executive who can develop and implement a strategy and hold associates accountable for performance.
- Business knowledge of the wireless industry is a plus.
- Ability to build and maintain a diverse workforce under the principles and values of the Dynamic Organization Model.
- Experience with and sensitivity to the issues of large scale organizational transformation and change management.
- Leadership - Hands on manager who leads from the front and can clearly define goals influencing and inspiring cross-functional teams to reach those goals.
- Intelligence - High Level of intelligence, both in the academic (ie learning) sense and in practical, common sense; curious and inquisitive; learns readily and easily; driven to develop and grow.
- Analytical - Effective at analyzing problems, issues and discrepancies. Ability to ask appropriate questions, identify relationships between information and determine root cause of problems
- Communicative - ability to effectively communicate and build relationships across the organization.
- Strong negotiation skills.
- Ability to work with ambiguity.
