Performs advanced specialized work for the procurement of information technology products, services, supplies and equipment for Dallas County. Reviews technology purchasing decisions, orders, and vendor contracts and performs related administrative tasks.

Procures information technology products, supplies, equipment and services to be utilized by the County. Issues requests for information (RFI) and requests for proposals (RFP); participates in the evaluation of RFIs and RFPs; researches, interviews and negotiates with suppliers to obtain costs and specifications; researches new products and IT trends for future purchases. Coordinates invoice payments; assists in resolving problems with purchases or services; serves as a liaison between accounts payable and vendors to resolve payment issues. Develops and maintains supplier database; monitors and tracks goods shipments from suppliers; performs all receiving functions for technology related purchases; perform delivery to sites as required and provide Tier I support related to configuration of hardware. Conducts physical inventory audits to verify accuracy of computer records; maintains contracts for IT equipment and ensures that software licenses are up to date; responsible for disposition of excess and obsolete technology equipment; works with the Auditor's Office and Purchasing to ensure write-off procedures are adhered to correctly. Reviews court orders and miscellaneous briefings weekly to insure procurements associated with technology are completed timely. Performs other duties as assigned.

Job Requirements: 
Education and experience equivalent to a Bachelor's degree from an accredited college or university in Computer Science, Information Technology, Business Administration or in a job related field of study. One (1) year of professional work related experience in procurement of technology and/or assets. Skilled in the use of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Must possess a valid Texas driver's license, with a good driving record. Standard office environment. Must be able to visit various off-site locations.

Incumbents holding or considered for a position which has, or may have, access to criminal justice databases including the FBI Criminal Justice Information Systems, NCIC/TCIC, et. al., must pass a national fingerprint-based records check prior to placement in such position and may be denied placement in such positions and/or access to such systems. Incumbents must also maintain the ability to pass the records check while in the position or until such time that the Commissioners Court and the County Civil Service Commission deem this position no longer has this requirement.
