Description

Summary:

Looking for a Data Power SME that will be the interface between applications, other IT Operation teams and development groups including test environments.

1. Deploy and configure development, SIT, integration, quality, and production DataPower/Java/WTX applications and assure optimum performance of the applications.

2. Diagnose performance and connectivity problems and provide troubleshooting and resolutions to any errors encountered by the development and project teams

3. Solid working knowledge and experience in WebSphere DataPower XB62/XI50/XI52/XG45/XS40.This should include application and configuration experience.

4.Responsible for working with business areas, project teams, and IT technical teams, as well as outsourced vendors to ensure high quality application design and delivery services.

5. Focuses on designing software and coordinating maintenance and enhancement activity to support all aspects of application delivery. May assist in managing resources and mitigates risk through multiple environments. Focus is on new development work for large project initiatives.

Accountabilities:

1. Formulates and defines system scope, objectives and solutions based on user needs and documents detailed design of components/aspects of software. Participates in conceptual design. Designs applications focusing on user experience, navigation in applications, or on complex transactional applications. Develops all design artifacts.
2. Works with technical staff to understand highly complex software problems, involving many varied factors that must be organized, interpreted, and considered, which are frequently of a broad scope with some assumptions made.
3. Assists project manager in developing estimates and technology requirements. Participates as a highly technical expert in design, development, coding, testing and debugging new software or making significant enhancements to existing software.
4. Assists project manager in developing project plans, status reporting, and issue management. May assist in coordination of project activities by assigning staff, creating schedules, and monitoring work.
5. Resolves customer complaints with software and initiates and delivers suggestions for improvements and enhancements. Devises or modifies procedures to solve highly complex problems considering performance, capacity limitations, operating time and form of desired results.
6. Participates in user groups and makes recommendations for standards and guidelines. Is engaged in root cause analysis as it relates to either the application or the product. Assists with sizing efforts. Coordinates training efforts. May assist with the management of the vendor relationship.
7. Provides direction to others by acting as a lead, guide and/or mentor.
8. Works closely with customers and technical and team members to develop business requirements that drive the analysis and quality technical solutions.
9. Prepares detailed specifications from which programs will be written to develop or modify large and highly complex software applications.
10. Writes documentation to describe program development, logic, coding and corrections.
11. Consults with business areas, vendors, and IT technical resources regarding system scope, objectives, integration, and solutions based on user needs.
12. May assist in hiring process by conducting technical interviews. Assists with consultant interviews in support of staff augmentation.
13. May assist in the development of Service Level Agreements.
14. This candidate will be the interface between applications, other IT Operation teams and development groups including test environments.

Qualifications

Required Qualifications:

- Bachelors degree in Computer Science or related field and minimum of 7 years of related experience, or 11 years of related experience in lieu of a degree.
- Demonstrated ability to design complex to highly complex programs.
- Expert technical, business and industry knowledge.
- Excellent analytical, PC and problem solving skills.
- Excellent oral/written communication and presentation skills.
- Demonstrated human relations skills to effectively interact with upper management, peers, and internal/external vendors.
- Demonstrated understanding of standards and deliverables to ensure the integrity of the development process.
- Demonstrated ability to influence and motivate individuals and teams.
- Demonstrated ability to lead teams in software development
- Strong hands-on communication and leadership skills working with others.
- Demonstrated knowledge of full scope of departmental applications along with understanding of systems beyond immediate area of accountability
- Demonstrated ability to apply conceptual thinking to highly complex, abstract situations and to create and innovate
- Proficient in the use of documentation tools (Req Pro, Visio, others)

- Expert knowledge of BCBS computer methodologies
- In-dept knowledge of many business areas. Expert knowledge of one or more business areas.
- Technical certification
- Participation in user groups (ACM, IEEE)
