Description

Summary:

Responsible for working with business areas, project teams, and IT technical teams, as well as outsourced vendors to ensure high quality application support and delivery services. Maintains production stability and facilities. Manages resources, and mitigates risk through multiple environments. Provides code-level operational support, develops software, and coordinates maintenance and enhancement activity to support all aspects of application delivery. Focus is on new development for medium to large project work.

Accountabilities:

1. Supports and performs maintenance on new or existing software products, understanding application integration points and troubleshooting production problems.
2. Participates in conceptual design. Contributes in the review of deliverables.
3. Works with technical staff to understand complex software problems involving many varied factors to be interpreted and considered, frequently of moderate to high scope.
4. Participates as a highly technical expert in design, development, coding, testing, and debugging new software or making significant enhancements to existing software.
5. Assists project manager in developing estimates and technology requirements.
6. Resolves customer complaints with software and initiates or responds to suggestions for improvements and enhancements.
7. May participate in user groups and provide recommendations for standards and guidelines. Is engaged in root cause analysis as it relates to either the application or the product. Assists with sizing efforts.
8. Provides direction to others by acting as a guide or mentor.
9. Works closely with customers and technical and team members to understand business requirements that drive the analysis and quality technical solutions.
10. Prepares detailed specifications from which programs will be written to develop or modify large complex software applications.
11. Writes documentation to describe program development, logic, coding and corrections. Assists in the development of software user manuals and/or demonstrates software. Serves as an application functionality and technical construction subject matter expert.
12. Consults with business areas and IT technical resources regarding system scope, objectives, integration and solutions based on user needs.
13. May assist in hiring process by conducting technical interviews.
14. May assist in the development of Service Level Agreements.

Qualifications

Required Qualifications:

- Bachelors degree in Computer Science or related field and of 4 years of related experience, or 8 years of related experience in lieu of a degree
- Demonstrated ability to develop/design programs of moderate complexity
- In-depth/extensive technical, business, industry knowledge
- Excellent analytical, PC and problem solving skills.
- Excellent oral and written communication and presentation skills
- Demonstrated human relations skills to effectively interact with management, peers, and internal/external vendors.
- Demonstrated understanding of the standards and deliverables to ensure integrity of the development process.
- Demonstrated in-depth knowledge of internal area applications.
- Demonstrated ability to influence and motivate individuals and teams
- Demonstrated ability to utilize extensive interpretation and judgment, develop new methods and procedures.

Preferred Qualifications:

- In-depth knowledge of BCBS computer methodologies.
- General knowledge of many BCBS business areas. In-depth knowledge of one or more business areas.
- Technical Certification.
- Participation in user groups (ACM, IEEE).
- Knowledge of Trizetto NetworX Pricer, Optum Easy Group, 3M Grouping Solution.
- Claims Knowledge.
- Solid Trouble Shooting, Problem Solving, and Debugging Skills.
- Knowledge of Java Web Services, Oracle, PL SQL scripting, SQL, Unix, Websphere, Window's Server (IIS, etc.), Websphere Load Balancing, Clustering and .NET.
