Job Description: Cyberspace Battle Damage Assessment Analyst III

Position Summary:
CGI Federal will provide support to the USSOCOM Directorate for worldwide training and exercise of Special Operations Forces (SOF). With a core mission of ensuring Special Operations Forces are trained and ready to execute the full range of SOF operations.

The Battle Damage Assessment Analyst will participate in the development of measures of performance and measures of effectiveness. Conduct battle damage assessment for cyber operations. Assess the functional change of the target, recommend potential re-attack options, and provide input to determine if the operation met the Commander's operational objectives.

Principle Duties and Responsibilities:
- Provide battle damage assessment products and support to command designated exercises.
- Conduct target research and analysis.
- Collaborate with other Intelligence Community and targeting organizations involved in cyber intelligence or related mission areas.
- Participate in boards, bureaus, centers, cells, and working groups.
- Characterize targets.
- Provide battle damage assessment support to time sensitive target (TST) planning and operations.
- Analize and support to combat assessment (CA).
- Participate in wargaming efforts.
- Generate requests for information (RFIs).
- Perform targeting automation activities.
- Provide input for BDA process to targeting community governing bodies.
- Work closely with planners, intelligence analysts, and collection managers to ensure intelligence requirements and collection plans for BDA are accurate and up-to-date.
- Provide aim point and re-attack recommendations.
- Assist in the development of MOEs and MOPs.
- Write phased BDA reports and coordinate phase 3 BDA.
- Evaluate, analyze, and synthesize large quantities of data (which may be fragmented and contradictory) into high quality battle damage assessment products.
- Utilize multiple intelligence sources across all intelligence disciplines.
- Communicate complex information, concepts, or ideas in a confident and well-organized manner.
- Communicate effectively when writing and speaking.
- Function in a collaborative environment, seeking continuous consultation with other analysts and experts both internal and external to the organization in order to leverage analytical and technical expertise.
- Recognize and mitigate deception in reporting and analysis.
- Effectively collaborate via virtual teams.

Skills:

- Knowledge of the Joint Targeting Cycle.
- Knowledge of target vetting and validation procedures.
- Knowledge of collateral damage and effects estimation.
- Knowledge of sensitive target approval and review (STAR) process.
- Knowledge of combat assessment (ie, BDA, MEA, and RR).
- Knowledge of target Entity Identification (EID) number use (eg, BE, CTID).
- Knowledge of dynamic and deliberate targeting.
- Knowledge of virtualization products (VMware, Virtual PC).
- Knowledge of wireless technologies (eg, cellular, satellite, GSM, etc.) to include the basic structure, architecture, and design of modern wireless communications systems.
More than five years operational military experience

Additional Requirements:

- B.S. in Computer Science with related military experience or other related field of study. Equivalence of 12 years of experience in the above will be considered.
- Professional Military Education/Service Military Academy Senior Staff College preferred.
- Joint Network Attack Course graduate preferred.
- Joint Cyber Analysis Course graduate preferred.

Must hold a Top Secret Clearance with SCI eligibility.
Travel between various locations is required.
