This Kennedy LX Support (KLXS) Contract position will support the NASA Ground Systems Development & Operations (GSDO) Program at Kennedy Space Center (KSC) to develop the next NASA human exploration capability.
The C3R AGSM Project Manager will be providing Project Management and budgeting expertise on a large technology development project focused on Kennedy Space Centers Advanced Ground System and Maintenance (AGSM) system which consists of fault detection, fault propagation, and fault recovery, at the component, sub-system, and system level. The candidate of this position will be responsible for providing strong budgetary expertise analysis and guidance to the AGSM Team. The AGSM PM may work in conjunction with their NASA Lead in the partnerships with DoD, commercial launch operations, launch safety and mission assurance, Federal range operations, and commercial spaceports.
The AGSM PM responsibilities include typical Project Management activities with an emphasis on budget planning and analysis, and project coordination through the project life cycle.
The position will involve leading and providing budget analysis, planning, forecasting, and End of Year planning as related to Program Planning Budget and Execution (PPB&E) Phasing plan development, and procurement tracking for the AGSM Project. The position will include providing routine project status reports containing technical, cost, schedule, and risks to the NASA customer. The candidate will be proficient with project management methodologies and budget tools needed to develop project plans and provide analysis for budgets and schedules. The candidate must be able to gain an understanding of technical integration and systems engineering of the project to develop qualified Basis of Estimates (BOEs) for budget planning, as well as the ability to develop cost variance explanations, identify potential Risks, and develop Risk Mitigations plans. Candidate will be required to initiate and track procurements for the AGSM project.
Candidate will analyze the current schedule using the BOEs, current budget, previously identified task, and milestones for accuracy and probability of success. Provide schedule development updates based on the analysis, continue to manage the schedule and provide updates as status and events change, and perform an integration function within the team to communicate schedule and milestone updates.
Review, disseminate, and provide inputs to Technical Change Packages within KSC and from outside NASA centers.
Evaluate and assess requirements and develop alternate or mitigation strategies for implementation based on changing government policies, budgets or directives, and/or changes in customer's strategic direction.
Respond to NASA actions calls for accomplishments and actions; controlled milestones, technical baseline status, and develop weekly and monthly status reports.
Develop and present briefings, studies, analyses, assessments, and recommendations to NASA, DoD senior leaders, and/or various customers' senior management.
Portions of SAIC to be renamed Leidos, Inc., subject to stockholder approval and consummation of a separation transaction if approved by SAIC board of directors. SAIC is pursuing a plan to separate into two independently traded companies: one that provides technical, engineering and enterprise information technology services primarily to the U.S. government (the new SAIC), and one that delivers technical solutions in national security, engineering and health (Leidos, Inc).
Qualifications:
REQUIRED EDUCATION AND EXPERIENCE:
Candidate must have a Bachelor of Science Degree (BS) in Engineering or Science and Master of Science (MS) and a minimum of 10-years experience. An additional two years of related experience for the specific skill can be substituted for MS.
A minimum of 10-years of experience in Project Management, specifically aerospace, and/or large projects with a systems engineering/integration background is required.
Relevant experience should include interactions with NASA, and/or commercial launch operations, federal range and/or commercial spaceport operations, launch vehicle and spacecraft systems.
Must have extensive Project Management and possess strong Project Management and systems engineering integration skills.
Experience should also include development of project budget requirements, and candidate must possess excellent written, oral, and presentation communication skills, and be proficient in MS office products, specifically Excel.
DESIRED:
Excellent customer relations and teamwork skills, technical problem solving and analytical skills are desired. Working knowledge of PMBOK, and experience in the Government PPBE process is also desired.
