Key Role:

Provide high-level knowledge management (KM) planning and hands-on implementation support for the purpose of leveraging enterprise-wide knowledge assets for competitive advantage of supported users. Support the goal of recreating or capturing knowledge once and reuse it many times to the benefit of Community of Practice (CoP) and Community of Interest (CoI) users, multiple departments, offices, commands, and organizations. Support DoD and coalition exercises in a lead KM role and provide direct support to the MOC and Joint Task Force (JTF) Joint Operations Center (JOC), as required. Review and evaluate KM processes and document by completing a summary of the process to be reviewed, the stakeholders, challenges and opportunities, and way ahead. Develop Knowledge Value Assessments (KVAs) indicating time, personnel required, tasks, and manpower values. Develop, manage, and implement training materials and courseware to promote and improve KM capabilities and conduct monthly user training on use of command KM capabilities and resources. Facilitate CoP and CoI affinity groups and manage a Community of Excellence recognition program to support CoP and CoI models.

Qualifications

Basic Qualifications:
-5+ years of experience with project management, knowledge management, business process improvement, or information management
-Experience with company organizational knowledge assets and with problem management tools and measurement model development
-Experience with data collection and sharing programs, including Collaboration at Sea, Enterprise Knowledge Management, and Microsoft SharePoint
-Experience with sharing information through networking using the latest tools, including blogging and social media services
-TS/SCI clearance required
-Certified Knowledge Manager (CKM) Certification prior to contract start

Additional Qualifications:
-Knowledge of Navy and DoD regulations and protocols for information dissemination preferred
-Possession of excellent oral and written communication skills
-BA or BS degree preferred
-Afloat Knowledge Management Course and Department of the Navy Chief Information Officer Command KM Courses preferred
