Description:

JOB DESCRIPTION: Sr. Software Engineer to construct; using development best practices to incrementally develop, deliver, and field a modernized command and control application in support of Air Mobility Command (AMC). Expected start is in in October 2013.

The Sr. Software Engineer, with minimal guidance provides technical expertise, and performs in-depth and complex software systems programming and analysis. Supports the design of architectures, including the software, hardware, and communications to support the total requirements, as well as to provide for present and future cross-functional requirements and interfaces. Ensures these systems are compatible and in compliance with the standards for open systems and DOD architectures. Determines and identifies high-level functional and technical requirements on the basis of interactions with the user community and knowledge of the enterprise architecture. Identifies, assesses, and presents options for meeting the functional and technical requirements, including hardware and software updates or upgrades. Formulates and defines specifications for operating system applications or modifies and maintains existing applications using engineering releases and utilities from the manufacturer. Creates detailed design specifications for use by software development staff members. Interacts with project management to plan project schedules and technical direction. Develops software design documents and technology white papers responsible for developing high-level system design diagrams and for program design, coding, testing, debugging, and documentation. Is responsible for quality assurance review and the evaluation of existing and new software. Must have experience on high-performance development teams delivering complex systems.

Qualifications:
REQUIRED EDUCATION AND EXPERIENCE: Bachelor's degree in Computer Science or Information Systems. An additional 5 years may be substituted for a bachelor's degree. 5+ years related experience in Software Design, Development and Test and Evaluation. At least 5 years in Programming experience with C4ISR Project programming languages. At least 4 years experience to include database development (ie SQL Server), Web page design, Computer Based Training development, and using .NET tools and integrated Development Environments (ie Visual Studio).

Must have experience supporting the development of web-based and client/server applications with:

- Agile development methods

- Secure software design and development

- Multiple language development processes and tools/utilities

- Experience with ECMA standardized languages (eg JavaScript, C#) at a minimum

- Working knowledge in C and C++

- Experience with frameworks to support rapid prototyping and development in these environments

- Configuration management

- Automated testing and Test/Behavior Driven Development (B/TDD) Methods

- RIA web-based application development

- Web services development and SOA design

- Graphical user interface design and construction

- Structured Query Language data retrieval and applications

- Object-oriented development concepts and design patterns

Desired Experience: Has experience working with scheduling, performance, fielding, compliance with DoD and Air Force IT standards, and security and accreditation. Has experience allocating and prioritizing project resources to meet functional requirements, and fielding automated systems. Has experience with development, testing, configuration management, and fielding support; managing and analyzing C2 systems design and development; and recommending allocation of resources to meet changing priorities and requirements. Has experience reporting on program status, including schedule, security, and compliance with directives to government managers, working groups, and specialized reporting tools. Is able to articulate concepts at both an engineering level for technical discussions and a summary level for management decision making. Familiarity with Client Server architectures hosting planning capabilities and web-based architecture. Knowledge of AMC mission planning, scheduling, and execution, and operations.

Experience developing with the JMPS framework is highly desirable.
