Description:

The Sr. Data Architect (DA) supports the development of data specifications for NARA's Enterprise Architecture and Digital Processing Environment (DPE) system. The DA works in conjunction with NARA's Data Administration staff, functional Subject Management Experts (SMEs) in NARA business offices, and project systems engineering teams to develop, document, and manage data definitions, data models, XML schema, data transformation packages, data interface specifications, data management processes, and data standards.

Specific Responsibilities

- Develop and maintain conceptual, logical, and physical data models.

- Develop and maintain domain ontologies and data dictionaries.

- Develop and document data standards and conventions.

- Map data elements to standards (eg, NIEM) and develop canonical data formats to ensure the semantic consistency of data.

- Develop and document data exchange package specifications.

- Ensure data analysis activities and work products conform to NARA System Development Lifecycle requirements.

- Integrate information assurance controls within data specifications.

- Assess and define appropriate data modeling techniques and tools in conjunction with EA development and system development activities.

- Assess and refine data management processes (in conjunction with the Director of Data Administration) inclusive of data change management and data impact analysis processes.

- Liaison to NARA program and operations DBAs and provide guidance to and reviews of the development of logical and physical data model specifications.

- Liaison to NARA BPR activities and provide guidance for the definition, use, and integration of enterprise data and information elements.

- Other duties as assigned.

Required Experience

Candidates should have demonstrable proficiency using formalized modeling techniques such as IDEF(n), BPMN, UML and E-R-D, and using tools such as Rational Rose and IBM/Telelogic System Architect. Candidates must have extensive experience working with XML schemas and technologies. Experience with OAIS, METS, and PREMIS specifications is highly desirable. Candidates must be able to obtain an MBI clearance. Excellent oral and written communications skills are imperative.

Qualifications:

TYPICAL EDUCATION AND EXPERIENCE: Bachelor's degree in related field and 9+ years related experience. Experience in organizational dynamics, change management, project management, or specific vertical market. Experience with leading process improvement and technology efforts. Experience with process modeling and project management software.
