Description
Key Role:
Leverage large-scale program management experience with information technology or eProcurement systems development and implementation to position Booz Allen for winning eProcurement business systems opportunities and leading the execution of these opportunities upon award. Serve in key delivery roles within a large DoD IT program. Apply experience with eProcurement, ERP Procure-to-Pay, or Supply Chain system implementation coupled with knowledge of federal acquisition lifecycle will be considered. Provide experience with implementing COTS eProcurment solutions with products, including Compusearch PRISM, Procurement Desktop Defense (PD2), Oracle CLM, Momentum Acquisitions, AAMS, or Ariba. Manage competing stakeholder interests and excellent negotiation and contract expertise. Work closely with business development staff to develop market understanding and to position the firm for successful proposal efforts against eProcurement opportunities. Lead and support business development tasks, including leading technical proposal development, developing delivery approaches, and developing staffing plans.
Qualifications
Basic Qualifications:
-10+ years of experience with public sector IT consulting and task management
-4+ years of experience with program leadership with eProcurement platforms, including PRISM, PD2, Oracle, Momentum Acquisitions, AAMS, Ariba, or SAP PPS
-Experience as a project and program manager in a DoD IT environment, including Army
-Experience with leading enterprise wide eProcurement, Supply Chain, or ERP implementations to organizations with 8000+ users
-Experience with developing the strategy and requirements required for implementation of acquisition processes, eProcurement, and other system integration, including integration between eProcurement and financial systems, document management systems, the Integrated Acquisition Environment (IAE), and underlying systems
-Experience with Standard Procurement System (SPS) and PADDS
-Secret clearance required
-BA or BS degree required
-PMP Certification required
Additional Qualifications:
-Experience with leadership on an ACAT1 program preferred
-Experience with supporting the Army acquisition community, including PEO EIS and ASA(ALT)
-Experience with using, supporting, or managing staff who use PRISM or other eProcurement tools
-Experience with other competing tools, including Oracle CLM, AAMS, and APPIAN
-Experience with leading government proposals, including developing technical and price proposals, developing staffing plans, and understanding of teaming agreements
-Experience with developing and presenting briefings regarding status and issues to executive client leadership
-Experience with managing tasks and staff, setting standards for quality, managing deliverable expectations, and managing senior client relationships
-Experience with managing a diverse team, including multiple sub-contractors
-Ability to effectively negotiate contract issues with the client while providing leadership by example to a large diverse team
-BA or BS degree in Mathematics, CS, Engineering, or a related technical field preferred
-Certified Federal Contracts Manager (CFCM), Federal Acquisition Certification in Contracting (FAC-C), Industry Certification in Contract Management-Federal (ICCM-F), Industry Certification in Contract Management- Defense (ICCM-D), DAWIA Certification, or other federal contracting specific industry Certifications
Clearance:
