(a) Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements.
(b) Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operation time, and form of desired results. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirements specifications.
(c) Provides consultation on complex projects and is considered to be the top level contributor/specialist of most phases of systems analysis, while considering the business implications of the application of technology to the current and future business environment.
Duties and Responsibilities:
As this Business Systems Analyst, you will support the Air Force Civil Engineer NexGen Information Technology (AF CE NexGen IT). In this role, as an emerging authority, you will provide expertise in the formulation of systems scope and objectives relative to program business plan and industry requirements.
Typical responsibilities for this role would include:
- Work independently or as team leader responsible for providing technical guidance related to the business implications of the application of various systems
- Provide technical consulting on complex projects
- Devise and or modify procedures to solve the most complex technical problems related to computer equipment capacity and limitations, operating time and form of desired results
- Act as liaison between end-user communities, stakeholders, and service providers within an enterprise
- Create detailed specifications from which programs will be written
- Analyze client resources, including funding, personnel, and unfunded requirements
- Analyze business and user needs, document requirements, and revise existing system logic difficulties as necessary
- Track and document changes to functional and business specifications
- Monitor and document post-implementation problems and revision requests
- Develop, coordinate, and implement plans to test business and functional processes during system development and quality assurance testing
- Train and provide guidance to less experienced Business Systems Analysts; and possibly assign tasks to team members.
Required Qualifications:
EDUCATION & EXPERIENCE:
Typically requires bachelor’s degree or equivalent, and five to seven years of related experience.
- Experience with one or more of DoD civil engineering maintenance activities work order management, supply management, project management, energy management, contracts management, or budgeting/financial management
- Ability to travel, if needed
- Normal demands associated with an office environment: Ability to work on computer for long periods, and communicate with individuals by telephone, email, and face to face
- Applicants selected will be subject to a U.S. Government background investigation and must meet eligibility requirements for access to classified information
- The clearance level required is dependent on the type of clearance supported by our client: Secret
Desired Qualifications:
- Broad experience w/USAF Civil Engineering practices supporting different functions such as operations, design and construction, and energy,
- Experience using USAF ACES/IWIMS or AFERS
- Use and/or experience with IBM TRIRIGA COTS software
