Job Description: Transition and Data Conversion Manager
This position will be part of the New England States Collaborative Insurance Exchange Systems (NESCIES) project to create Information Technology (IT) components that are consumer-focused, cost-effective, reusable, and sustainable and can be leveraged by the New England states to operate Health Insurance Exchanges (HIXs). The NESCIES project will create and build a flexible HIX Information Technology framework in Massachusetts designed to connect consumers, small businesses, and health plans that can be tailored to the needs of the New England states and beyond.
The Member Transition Lead's responsibilities include:
- Actively leading all technical efforts in the planning, implementation, and execution of member transition
- Active participation in planning meetings providing technical suggestions, practical recommendations, educating the joint team of any technical or practical constraints that may need to be accounted for, advising the CW on the feasibility of approaches being considered, and suggesting options of their own
- Leading design sessions and producing a document that outlines a mutually agreeable process and defines file layouts for all files to be exchanged to implement the transition
- Planning and implementing comprehensive, automated, and effective tests working with the CW
- Implementing all technical artifacts to meet the goals of the CR to meet project timelines
- Planning and implementing an effective roll-back solution.
- Working with the CW in validating (one or more) print/mail shops
- Providing high-touch and responsive operational support when the transition exercise is implemented to ensure the transition is quick, complete, and error-free.

Essential Skills Required
7+ years of project management and expertise in the following areas:
- PM experience
o Understand delivery management end-to-end (think holistically: from system implementation, larger eco-system, business environments, etc.)
o Game planning documentation which is a step by step task list of changes to be applied to the production environment
o Working with multiple stakeholders and third parties to get project done
o Communicate effectively with a disparate audiences (business, technical, operational, executives, etc.)
o Think on their feet, assess options and make decisions quickly, balance technical needs against constraints of the project to meet business needs
o Manage fast-paced, time-bound projects
o Use Microsoft Project to create project plans and the Microsoft Office Suite (Word, Excel, PowerPoint, Outlook and Visio)
- Industry experience
o Prior work in government ideally with Health and Human services
o Prior experience with Eligibility or Benefits Management Systems
o Familiarity with the ACA and the industry changes due to it
- Technical Experience
o Managing project with the following technologies: Informatica 9.x, WebLogic, UNIX, Oracle
o Large data migration efforts
o Familiar with the software development life cycle methodology preferably Agile
o ITIL/ITSM knowledge
o Understanding of high-capacity print needs
