Position Summary:

This position supports the Veterans Administration Virtual Lifetime Electronic Record (VLER) project. The successful candidate will provide schedule maintenance and creation for the effort.

Duties and Responsibilities:

Collaborates with customers to gather information, define complex work problems, and designs a system and procedures to resolve problems

Gathers business rules, requirements, and elaborates requirements

Utilizes Rational Team Concert (RTC) to capture requirements

Creates user stories, technical user stories based on understanding of elaborated requirements

Demos product to end users and customer

Coordinates requirements and analysis of product with COTS product owners, HMIS

Maintains currency in understanding of relevant technologies and subject areas

Identifies emerging relevant technologies that may result in improvements to current processes and systems

As a recognized authority, oversees the analysis of the most complex problems in terms of management information and conceptualizes proposals that afford maximum probability of profit or effectiveness in relation to cost or risk

Performs functional analysis to document complex process steps, tasks and their inter-relationships

Plans studies of work problems and procedures, such as organizational changes, communication, information flow, integrated production methods, or cost analysis

May serve as a client liaison and coordinates with sub-contractors, government personnel, and technical experts

Communicates with both SMEs and members of the development staff

Translates SME information into a form understandable by the development team

Required Qualifications:

Typically Requires a Bachelor’s degree or equivalent, and five to seven years of related work experience

Applicants selected will be subject to a U.S. Government background investigation and must complete a SF85P request, be granted a position of public trust by the U.S. Government, and approved by the VA

Solid understanding of the Software Development Lifecycle process

Outstanding organizational skills with the ability to capture meaningful information during team sessions

Able to provide clarification of disparate informational sources

Based on analysis of the information, assesses the situation, diagnoses symptoms and causes of issues, determines goals and recommends actions to either meet goals or rectify issues

Effective verbal and written communication skills and be able to discuss requirements modeling, development and system level requirements with non-technical personnel.

Ability to travel, if needed

Desired Qualifications:

Exposure to VA’s VLER program

Understanding of VA PMAS program delivery requirements

Exposure to VA’s ProPath project management methodology and programmatic templates

Physical Demands:
Normal demands associated with an office environment. Ability to work on computer for long periods, and communicate with individuals by telephone, email and face to face.
