Position Summary
As this Developer, you will support the Veterans Administration Virtual Lifetime Electronic Record (VLER) project and specifically the National Cemetery Administration (NCA) Memorial Affairs Redesign (MAR) project. In particular, you will provide senior developer support for the modification and configuration of a Microsoft based Commercial Off-the-Shelf cemetery management information system.
Typical Responsibilities
Plan, conduct and coordinate programming assignments of a broad and complex scientific, technical and business character
Analyze, design, code, and test the development of complex-based business software systems and hardware to form a basis for the solution of information processing problems
Design and develop complex programming systems making specific determinations about system performance; define functional specifications of the system for the appropriate hardware
Analyze total system specifications and translate system requirements to task specifications for computer programmers
Provide analytical support and technical advice during the conceptualization, development, and implementation phases
Prepare cost estimates and detailed schedules for system projects
Enter code changes into computer system to correct errors
Analyze performance indicators such as system's response time, number of transactions per second, and number of programs being processed at once, to ensure that system is operating efficiently
Change system software so that system performance will meet objectives as needed
Review computer system capabilities, workflow, and scheduling limitations to determine if requested changes to operating system are possible
Write description of steps taken to modify system and procedures required to implement new software; and review descriptions made by less experienced employees
Provide team leadership to less experienced employees
This position may be worked remotely, from your home, and some intermittent travel may be necessary
Required Qualifications
Typically requires bachelor's degree or equivalent, and seven to nine years of related (systems analysis and complex business systems support) experience
Experience with:
Microsoft C#
.NET 4.5 Framework
Microsoft SQLServer 2008
Windows Communication Foundation (WCF)
Windows Presentation Foundation (WPF)
Software design, development, and testing
Knowledge of good software engineering principles
Solid understanding of the Software Development Lifecycle process
Outstanding organizational skills with the ability to capture meaningful information during team sessions
Ability to provide clarification of disparate informational sources; and based on analysis of the information, assess the situation, diagnose symptoms and causes of issues, then determine goals and recommends actions to either meet goals or rectify issues
Effective verbal and written communication skills and be able to discuss requirements modeling, development and system level requirements with non-technical personnel
Ability to work with end-users, diagnosing and troubleshooting problems
Ability to travel, if needed
Normal demands associated with an office environment: Ability to work on computer for long periods, and communicate with individuals by telephone, email, and face to face
