JOB SUMMARY:
The Provider III develops computer applications based on the requests of users and interview discussions with the users. Identifies problems with programs (IRs and SSRs) and plans, codes, tests and loads fixes to the live server. May participate on a project team or may be called upon to be a project leader on less complex systems or subsystems.
PRIMARY RESPONSIBILITIES:
Codes and debugs complex programs and complex systems control language.
o Performs unit testing of programs to validate the logic and to ensure that all functions identified in the specifications are included in the program and satisfy the client's requirements.
o Prepares and conducts program walk throughs to critique the logic design with peers; attends program walk throughs conducted by peers and attempts to point out design enhancements.
o Creates program-level and system-level documentation.
o Creates complex unit test data.
o Determines recovery methods for complex projects.
o Interfaces with other MMOH departments to coordinate the necessary schedules for software availability, computer processing, and data entry as well as coordinating interfaces between client application systems.
o Develops conceptual designs and/or feasibility studies for complex systems that satisfy the identified client's needs.
o Develops detailed specifications for the creation of or the modification of client application programs that are complex in nature. This can include the recommendation of data base logic designs, file layouts, and input/output forms.
o Assists in the evaluation and acquisition recommendations for the purchase of application software.
o Prepares and conducts general and detail design; acceptance presentations.
o Conducts system tests for the successful completion of projects.
o Writes and/or assist in writing end-user procedures for the client applications.
o Performs project leader, staff analyst, and/or chief programmer functions as required, directing the activities of subordinates.
o May be called upon to do other work outside of the job description as directed by his/her supervisor.
o Applies good time management techniques.
o Introduces new and creative ideas.
o Develops a thorough knowledge of current systems and data files supported by the incumbent's work group.
SUPERVISORY RESPONSIBILITIES:
o None.
QUALIFICATIONS:
o Bachelor's degree in Computer Science or related field or equivalent experience.
o Six (6) years information systems experience.
o Four (4) years programming experience.
o Two (2) years analysis and design experience.
o Knowledge of .NET programming design and coding techniques ad project management techniques.
o Knowledge of SQL data base and data communications technology.
o Familiar with general business functions.
o Demonstrated ability to communicate effectively both verbally and in writing.
o Problem-solving attitude that serves to enhance the professional image MMOH.
PHYSICAL DEMANDS/WORK ENVIRONMENT:
o Performs work in an office environment in which there is minimal exposure to unpleasant and/or hazardous working conditions.
o Ability and willingness to travel to various locations as needed to support customer, with access to own transportation for business use.
