Duties and Responsibilities:

Serve as Management Analyst for BUPERS Business Transformation Office Functional Business Process Team (BPT).

Captures and documents Navy business processes for development and deployment in the Personnel and Pay environment.

Able to understand the day-to-day operational needs of customers, identify complex problems in business processes in order to perform/develop "As - Is" modeling (functional activity, business object, process, and workflow).

Facilitate "To-Be" process modeling and determination of Navy policy changes in conjunction with the business process reengineering.

Consults functional and technical experts in the user community when additional information and clarification are required.

In conjunction with the BPT business process reengineering analyst, facilitate determination of Navy policy changes.

Instrumental in defining project principles and practices.

Performs "As - Is" and "To - Be" modeling (functional activity, business object, process, and workflow).

Work activities are complex and require a breadth and/or depth of expertise.

Follows established project standards and processes, and uses automated tools.

Demonstrates outstanding verbal and written communication skills.

Required Skills and Experience:

Typically requires bachelor's degree or equivalent, and five to seven years of related experience.

Additional 4 years experience will be accepted in lieu of specific degree requirements.

Proficient with Department of the Navy Personnel and Pay functions, data and business processes.

Proficient with Microsoft Office Suite and Visio.

Security Requirements: Must be able to obtain a SECRET security clearance
