Description
The Project Manager/Staff Engineer is responsible for providing project management and engineering support at the Pasadena, TX Catalyst Site, to assure proper design, procurement, and construction of capital and expense projects, according to regulatory and BASF standards. The successful candidate for this position must be a results-oriented leader who can build strong working relationships and function effectively at all levels of the organization. He or she must be able to think strategically to mitigate risks, solve problems and increase value at the site. Candidates with prior process engineering background will be preferred.

Key roles and responsibilities include:
- Achievement of project objectives which include functionality, cost and schedule
- Maintaining focus on safety in the development of project concept and during execution. Seeks compliance with all environmental, safety, and health requirements, and promotes a safe working environment for project execution.
- Champions the scope development process to ensure completeness of the basic engineering and looks for opportunities for added value through application of Value Improving Practices and process engineering skills.
- Oversee Project Change Management process and providing cost and schedule control.
- Generates and/or obtains cost estimates, and prepares appropriation funding requests. Ensures that appropriate project safety reviews are completed as required both before and after approval. Utilizes applicable value-improving practices (VIP's) to optimize project scope and costs.
- Assists project manufacturing representatives to execute projects from initial scoping and funding, through detailed engineering and procurement, to startup and commissioning, and then final documentation and closure.
- Requests and coordinates required process and design engineering and design resources, whether from the site or corporate groups or outside engineering vendors, to prepare engineering design deliverables and to procure equipment, fabricated materials, and services.
- Adheres to current corporate and plant requirements for equipment/materials specifications and vendor preferences.
- Maintains SAP project data entries, monitors project progress through scheduling and other tools, performs project status reporting, and controls spending through appropriate tracking, forecasting, and adjustments.
- Assists and Leads procurement activities as required, including preparing specifications, issuing requisitions, evaluating bids, and dealing with vendors. Works with Procurement and complies with applicable guidelines.
- Requests necessary construction and commissioning resources from Construction and others as required to install the scope of work.
- Monitors and supports construction activities to ensure that projects are completed according to the design deliverables, quality standards, and plant requirements, and that pre-startup safety reviews are conducted.
- Follows through to ensure that Operations achieves a successful project startup, and that any project-related action items are completed.
- Closes projects per guidelines, and ensures proper documentation of files, records, databases, and drawings to meet regulatory and BASF requirements.
- Promotes identification of lessons learned from completed projects to improve work practices.
- Participates and contributes on engineering discipline teams via ad hoc assignments with other Site and North America engineers to review, update, and develop project management procedures, guidelines, standards, and practices.
- Identifies and recommends process improvements, and provides process troubleshooting and optimization related to improving efficiency, capability, and safety as required.

Qualifications - BASF recognizes institutions of Higher Education which are accredited by the Council for Higher Education Accreditation or equivalent

BS degree in Mechanical, Chemical or a similar Engineering discipline along a with progressive 10+ years industrial project engineering/management experience involving chemical plant design, procurement, and construction.
- Demonstrated process engineering experience a plus and highly desired.
- Proven successful track record of executing capital projects in the range $500K through $10M.
- Outstanding technical, leadership and communication skills
- In-depth knowledge of project management processes and project execution best practices
- Knowledge of SAP system is preferred
