Data Analyst Engineer and Program Manager Position

Location: Washington, DC or the Netherlands

Position Summary

IREX seeks a data analyst engineer to support data collection and processing work for the Syrian Justice & Accountability Centre (SJAC). The engineer will use his/her expertise to acquire, organize, and analyze data on human rights issues in Syria, oversee and manage a data upload pilot project, and produce reports on the results of the data analysis.

Duties & Responsibilities

Data Acquisition

  • In collaboration with others, develop and maintain the SJAC database, support and implement data collection systems and strategies to optimize data volume, quality, and statistical efficiency
  • Assist with acquiring and abstracting primary or secondary data from existing internal or external sources if needed
  • Identify problematic areas and gaps in database and develop solutions to correct issues
  • Perform data entry when required

Data Management, Analysis, and Reporting

  • Oversee the timely and accurate implementation of data entry pilot; which includes maintaining pilot schedule; managing staff; fiscal management of the pilot; updating SJAC and IREX staff on progress; liaising with SJAC and IREX staff, and any other parties on pilot activities; and handling administrative and logistical aspects of program,
  • Liaise with database developer to ensure that necessary database infrastructure issues are addressed in a timely manner
  • Work with relevant SJAC and IREX staff to troubleshoot any pilot project implementation challenges
  • Develop relevant graphs, reports, maps, and presentations of project results as needed
  • Identify, analyze, and interpret trends or patterns in complex data sets
  • Perform basic statistical analyses for projects and reports
  • Generate routine and ad hoc reports
  • Any other tasks assigned by the SJAC or IREX staff

Qualifications

  • Bachelor's degree in Information Management, Computer Science, Mathematics, Statistics, or related field. Significant work experience with complex data sets may be acceptable in lieu of formal degree in these areas
  • Previous data analyst experience
  • Previous project and staff management experience
  • Ability to function professionally and effectively in verbal and written English and Arabic
  • Proficient in MS Word, Excel, Access, and PowerPoint, as well as statistical software
  • Experience in data mining and data collection techniques and procedures
  • Strong work ethic, commitment to accuracy, and ability to handle confidential information
