This is a Manager of Special Projects position in support of the Department of State (DoS) Vanguard Program, Systems Management Office (SMO), Voice Service Line (VSL) Project Manager. The Project Manager is responsible for the management of projects for the Department of State (DoS) Bureau of Information Resource Management (IRM) Telephone, Wireless, and Data (TWD). The Special Projects Manager is responsible for the oversight and management of eight PMs. Responsibilities include the acquisition, planning and execution of over 60 telecommunications projects at any one time. The Manager works with the Government Special Project oversight to develop and roll out new processes and procedures and to resolve external problems to meet project milestones. Special Projects is a high speed/high visibility environment requiring quick prioritization to ensure customer satisfaction.
Duties and Responsibilities
- Manages Project Managers performance, execution, and delivery of technical Voice and Data services to domestic Department of State Bureaus
- Conducts project management functions, including analysis of cost, schedule, and scope related to the delivery of communication services, including the prioritization of technical efforts, and coordination with technical managers to ensure customer satisfaction in a performance based contracting environment.
- Oversees cost and schedules of technical Voice and Data services projects.
- Interfaces on a daily basis with the Government Project Managers, Branch and Division Chiefs, and Department of State personnel.
- Develops and maintains effective and efficient working relationships with the end customer.
- Coordinates with Technical Managers/Project Managers in the scheduling and assignment of project/task related activities.
- Manages development, quality and delivery of all project documents.
- Manages all project reports, metrics, and deliverables.
- Reports/Briefs project status on a regular basis to Vanguard and TWD Management.

- Proven people management skills.
- Experience managing complex projects in a multivendor environment.
- Excellent communication and writing skills.
- Proven track record in executing multiple concurrent projects.
- Knowledge of Avaya and Cisco telecommunication equipment.
- ITIL Foundation V3 Certification
Attributes Desired
- Active Top Secret
- ITIL Intermediate Certification (Version 3.0)
- PMP
- Experience using 5 FAH-5 H-210 Managing Department of State Projects (MSP)
Experience/Education:
- Candidate must have 5+ years of Project Management experience in Infrastructure and Telecommunications environments.
- Bachelor's degree or 8 years related experience in lieu of degree
- Candidate must be a US Citizen and possess a US SECRETÃ Â security clearance
