Senior Level Database Maintenance and ReportingTargeting Officer

The SENIOR LEVEL DATABASE MAINTENANCE and REPORTING TARGETING OFFICER shall, conduct database maintenance and design duties. Such duties will involve work within a cross-functional team responsible for tracking, reviewing, and editing targeting products as well as monitoring and evaluating the over performance of a Targeting Division. Responsible for identifying, collecting, & analyzing key performance indicators; and producing customer reports on the overall health of the Division for internal and external customers.

Key Responsibilities:

- Design, administer, and evaluate survey instruments designed to measure key aspects of organizational performance
- Apply qualitative research methods to gain in-depth understanding of the behaviors (“why/how”) of customers
- Operate and maintain “dashboards” or a Real Time user interface utilizing a graphical presentation of current status (“snapshot”) and historical trends of Key Performance Indicators (KPIs)
- Develops KPIs and provides functional requirements to IT professionals responsible for develop9ing dashboards of KPIs
- Conducts statistical analysis to determine the relationship between customer acceptance of products and the demographic, linguistic, and other characteristics of the customer
- Edit and review products to ensure they meet quality standards

Skill Requirements:

- Must have 7-9 years Intelligence Targeting experience or 7-9 years specialized training in Intelligence Targeting
- Experience with descriptive and multivariate statistical procedures to analyze quantitative data using Spotfire, SPSS and/or Excel
- Experience operating and maintaining Sharepoint
- Experience operating and maintaining databases (eg SQL Server and Microsoft Access)
- Experience with applying quantitative and qualitative research methods
- Demonstrated ability to articulate descriptive and inferential statistics in a format suitable for non-technical customers

Education Requirements:

Bachelor’s Degree is required:
- The Targeting Officer will have specializedd training in one of the following: Graduate of Fundamentals of HUMINT Targeting Course (FHTC), another DoD HUMINT Targeting Course, or another Intelligence Community member’s accredited HUMINT Targeting Course
- Preferred discipline degrees in either:
- Finance, Accounting, Business Administration, Qualitative and Quantitative Research Methods, Operations Research, or Program and Project Evaluation
